Standards Australia help advance Timor-Leste's standards capability

Standards Australia has completed the first in-country visit for Phase 3 of the Timor-Leste Standards Uplift Initiative, delivered in partnership with the Institute of Quality of Timor-Leste (IQTL).
The visit marked an important milestone in supporting Timor-Leste's continued development of a modern national standards and quality infrastructure system, while strengthening its preparedness to meet regional obligations as it progresses towards ASEAN (Association of Southeast Asian Nations) membership.
Over the course of the visit, our team worked closely with IQTL, government agencies and technical experts to strengthen governance arrangements, identify future standards priorities and enhance national coordination through the Timor-Leste Standards and Conformance Committee (TSCC).
Head of Strategic and International Delivery Roland Terry-Lloyd met with senior government representatives, including Director-General of the Ministry of Commerce and Industry Elias De Jesus Fatima and His Excellency Julio do Carmo, Vice Minister of Public Works. Discussions focused on the role of standards and conformance in supporting economic development, trade, infrastructure quality and regional integration.
The meetings highlighted the importance of strong national governance for standards activities and the value of internationally aligned standards in supporting public safety, attracting investment and delivering reliable infrastructure.
The visit also delivered several important outcomes for Timor-Leste's national standards system. Members of the TSCC endorsed the committee's Terms of Reference and Code of Conduct, establishing a strong foundation for transparent and effective governance. They also reviewed the draft ASEAN Economic Community (AEC) Aligned Standards and Conformance Workplan, which will help guide standards activities that support both regional commitments and national development priorities.
Timor-Leste's first two technical committees – TC-001 Coffee and TC-002 National Electrotechnical Committee – continued progressing their work programs while considering how the country's ASEAN accession will shape future standards adoption and implementation priorities. The discussions reinforced the growing role of standards in supporting economic competitiveness, trade facilitation, infrastructure development and consumer protection, while strengthening Timor-Leste's integration with regional and international markets.
Phase 3 of the initiative represents a shift from establishing standards institutions to helping ensure they are sustainable, nationally led and embedded across government and industry. The visit reflects the ongoing commitment of Standards Australia and IQTL to building a strong, resilient standards system that supports Timor-Leste's long-term economic and social development.
