Timor-Leste Standards Uplift Initiative

Timor-Leste is taking important steps to strengthen its national systems for standards and conformance. At present, the country has limited capacity to manage standardisation functions, which restricts its ability to fully participate in international trade, align with regional obligations, and support sustainable development.

Project Purpose

This initiative responds to that need by building the knowledge, skills, and institutional capacity required for Timor-Leste to establish a robust standards framework. The project supports government, industry, and other stakeholders to adopt and use international best practice in standards, enabling stronger participation in global markets and preparing for future regional integration, including ASEAN commitments.

Project Scope

The project will deliver a mix of in-country, virtual, and regional activities, including:

  • Capacity-building workshops in Timor-Leste covering the role of standards, adoption processes, stakeholder engagement, and how standards support imports and exports.
  • Mentoring and guidance from Standards Australia experts, with quarterly virtual meetings and ongoing support to strengthen core standardisation functions.
  • A sector pilot program to map key sectors, identify relevant standards, and demonstrate how adoption can improve trade and investment outcomes.
  • Timor-Leste IEC Mentoring Programme (August 2025):  a three-day training and mentoring program in Sydney. Participants attended technical modules on IEC standards, stakeholder communication, and adoption processes, as well as observed Australian standards committee meetings and national committee sessions.
  • Development of a project webpage, hosting training resources, recordings, and reports, to ensure ongoing access and knowledge sharing.

Project Outcomes

By the end of the project, Timor-Leste will:

  • Have improved capacity to conduct national standardisation functions, aligned with international best practice.
  • Be better positioned to adopt and apply international standards in key economic sectors, supporting trade, investment, and consumer protection.
  • Strengthen stakeholder knowledge and engagement with standards across government, business, and industry.
  • Build sustained partnerships to support ongoing standardisation efforts.
  • Increase readiness to meet ASEAN treaty requirements and engage more effectively in international standards forums.

This project lays the groundwork for the eventual establishment of a National Standards Body in Timor-Leste, ensuring the country has the systems, skills, and partnerships needed to advance its development and integrate more fully into regional and global economies.
