Strengthening capacity of stakeholders on Standards and Certification in Kiribati

This project in partnership with PACER Plus sought to build capacity of Kiribati’s private and public sector stakeholders in the application of technical regulations, standards and conformity assessment procedures that facilitate trade.

Project Purpose

As a least developed country, Kiribati is keen to enhance competitiveness of its products and fully participate in the opportunities PACER Plus presents. Through the Development and Economic Cooperation Work Programme, support is provided for the implementation of standards and certification functions—an essential component of Kiribati’s broader Quality Infrastructure (QI) objectives. Against this backdrop, the National Quality Policy (NQP), adopted in 2017, seeks to strengthen national capacity in standards and certification to ensure that Kiribati’s products and services comply with relevant regional and international standards and technical regulations. This, in turn, is intended to facilitate market access and enable Kiribati’s products and services to compete effectively with those from other countries.

Project Scope

Standards Australia hosted workshops with QI technical officers in Kiribati on standards and certification and how they can support competitiveness and trade for the Kiribati private sector.

Project Outcomes

This project provided participants with:

  • Increased understanding among public and private stakeholders on:
    - The role of standardisation and certification in facilitating trade, promoting business competitiveness and product and services quality.
    - Standards development, adoption and implementation and the linkage to PACER Plus and WTO TBT Agreement obligations.
    - Standardisation and certification functions for technical officers in the Quality Promotion division.
  • Improved understanding amongst local producers and industries of standards and certification processes and how they support competitiveness and market access.
  • Improved understanding on applying relevant standards in production processes for enhanced trade facilitation and compliance;
  • Enhanced capacity on administration of standards and certification schemes including understanding regulatory and institutional frameworks;
  • Technical exchange and peer learning between Standards Australia and MTCIC (Quality Promotion Division) staff on standardization and certification processes, regulation of mandatory standards.
