Quantum Technologies in APEC

Quantum technologies are developing rapidly worldwide, offering transformative opportunities for economies across the Asia-Pacific. Standards Australia is leading efforts to strengthen collaboration on quantum technologies across the region.

Project Purpose

The Asia-Pacific region faces a critical opportunity to shape the trajectory of quantum innovation through standardisation, regulation, and policy alignment. However, without a cohesive regional strategy, there is a risk of fragmented development, technological inequality, and diminished regional competitiveness.

This project responds to this challenge by promoting a cohesive regional approach to quantum standardisation, regulation, and policy alignment. It addresses critical issues such as limited coordination, the risk of a “quantum divide” between economies, and the need for interoperability and trust in emerging quantum systems.

The initiative benefits all APEC economies, particularly developing members that gain access to knowledge, networks, and strategic insights. It also supports national standards bodies, regulators, policymakers, industry, and academia through enhanced collaboration and capacity building.

Project Scope

Throughout 2025, the project will deliver:

  • A regional survey of quantum-related policy, standardisation, and infrastructure across APEC economies.
  • A background research paper analysing challenges and opportunities for regional collaboration on quantum.
  • A regional workshop, held in July 2025, that brought together stakeholders from government, industry, and academia to share insights and build capacity.
  • A recommendations report and quantum roadmap to guide future alignment of standards in the region.

Project Outcomes

By the end of the project, APEC economies will have a clearer understanding of the regional quantum technology landscape, strengthened collaboration across stakeholders, and increased awareness of international quantum standards. A shared roadmap will set the direction for future cooperation on standardisation.

In the long term, the project aims to reduce technical barriers to trade, promote inclusive access to quantum technologies, and enhance cybersecurity and digital resilience across the Asia-Pacific. It will also foster sustained regional cooperation in emerging technology governance, supporting APEC’s broader goals for digital transformation and economic integration.
